The importance of transparency in public procurement processes as a mechanism for preventing corruption and strengthening state management

Abstract

Public procurement constitutes one of the main mechanisms through which the State allocates resources aimed at economic and social development. Due to the large volume of resources involved, these processes are particularly vulnerable to irregular practices, administrative corruption, and conflicts of interest. In this context, transparency has become a fundamental principle to ensure efficiency, legality, and public trust in government management. The present study aims to analyze the importance of transparency in public procurement processes by identifying its effects on corruption prevention, the efficiency of public spending, and the strengthening of democratic governance. This article is developed within the framework of the research project of the Law program at the Universidad Estatal del Sur de Manabí, entitled “Legal education through radio stations and the internet.” The research is conducted under a qualitative approach through documentary analysis of scientific literature, institutional reports, and international regulatory frameworks related to public procurement. The results show that transparency significantly contributes to improving accountability, expanding competition among suppliers, and reducing opportunities for corrupt practices. Likewise, it is identified that the digitalization of public procurement systems and open access to information constitute key tools for improving institutional integrity. Finally, it is concluded that the consolidation of transparent public procurement systems requires not only solid regulatory frameworks, but also institutional strengthening, citizen participation, and the use of digital technologies to ensure more efficient and reliable processes.
